I copied the old 6.6 beta 4 version of that file into the 6.6.5 installation and it was solved.
I hope this hack does not cause any Problems XD
Well Of course maybe it's wines fault but at least to mention it somewhere more prominent would have been nice. (Like in the readme) and mention it on wine appsdb.
But I don't really want to rant
I know devs spent a lot of time, so:

The workaround was missing in many places, and was quite bad, so I removed it. Anyway, under certain circumstances it does work (for example, I can run QuArK under Wine fine). If I remember correctly, it's exactly the same issue as running QuArK on a Chinese Windows: it messes up the quotes. Are you running Wine on a non-English system, maybe?

(Note:Their description of the bug is incomplete, because they don't know about the localization issue Delphi has, triggering this problem.)
